SUBJECT: FUNDING REQUEST FOR PEACEKEEPING TRAINERS IN JORDAN

--------------
SUMMARY
--------------

doctrine and philosophy, post requests funding of a
minimum of six training courses for Jordanian instructors in
fiscal year 2005 for a total of $85,284. End Summary.

Jordan Supports U.S. Peacekeeping Objectives
--------------

2. Jordan continues to participate in peacekeeping operations
throughout the world, most recently in Haiti.
Due to Jordan's preeminent role in international
peacekeeping, the USG has repeatedly used the Jordanian
Peace Operations Training Center (POTC) to prepare U.S.
soldiers for deployment to Afghanistan and Iraq.
Recognizing the benefit of their insights, the USG has
brought Jordanian Peacekeeping Operations (PKO) instructors
to the U.S. to train our forces. To further impart this
knowledge to U.S. forces, DOD recently approved a permanent
position for a Jordanian officer at the Joint Readiness
Training Center in Fort Polk, Louisiana. Provision of the
courses detailed below will ensure that Jordanian
capabilities remain cutting-edge as they work to support the
U.S. in the global war on terrorism and in future
peacekeeping operations.

Request for Funding
--------------

3. The highest priority courses under consideration follow:

A. Enrollment of two Jordanian PKO instructors in "Military
and Peacekeeping Operations in Accordance with the Rule of
Law." Cost: $17,450 each.

B. Enrollment of two Jordanian PKO instructors in "Enhanced
International Peacekeeping Capabilities (EIPC) Instructors
Course." Cost: $11,295 each.

C. Enrollment of two Jordanian PKO instructors in "Planning
Peace Operations." Cost: $13,897 each.

Total cost of all six courses: $85,284.

--------------
COMMENT
--------------

4. Post considers this the absolute minimum number of courses
required to ensure Jordan's peacekeeping
instructors remain current and capable partners in
peacekeeping operations worldwide. If more funding becomes
available post would like to expand the number of PKO courses
offered to make the program more robust.
