1. The UAEG has officially responded to reftel demarche
requesting information on whether "Emirates-CAE Flight
Training" is an appropriate entity to enter into an
international agreement with the FAA.


2. Emirates CAE is considered as an approved training
organization, which is authorized to conduct training,
testing, or checking on a number of flight simulators and
authorized to offer a number of training courses. Emirates-
CAE functions in partnership between Emirates Airlines and a
Canadian company. The UAE General Civil Aviation Authority
(GCA) audits its programs. CAE is also accredited by the
British and U.S. Civil Aviation Authorities (for its
training programs). The GCA is prepared to sign a
memorandum of understanding with the FAA on to audit the
training.


3. Comment: We worked this issue through the UAE MFA as
well as with the GCA. The GCA has told us that it will be
willing to enter into an agreement with the FAA on behalf of
Emirates-CAE. If the FAA wishes to pursue this, please
provide post with clear instructions and a copy of the
agreement that we can pass to the GCA for signature.
