1. (U) The UAE warmly welcomed the announcement of the
Interim Iraqi Government and sent congratulatory cables to
Iraq's new president Shaykh Ghazi Al-Yawar and to UN
Representative to Iraq Lakhdar Brahimi on June 1.
According to the UAE's official press agency, President
Shaykh Zayed's wished Al-Yawar success in meeting the Iraqi
people's security needs and he called for stronger
bilateral ties. Zayed also urged Iraq to resume its role
among Arab states "to serve the cause of Arab and Islamic
nations and to boost the ties with friendly countries."
Shaykh Maktoum bin Rashid Al-Maktoum, Vice President and
Prime Minister of the UAE and Ruler of Dubai sent a cable
to Al-Yawar, and Shaykh Khalifa, Abu Dhabi Crown Prince,
sent cables to Al-Yawar and Brahimi. The messages to
Brahimi thanked him for his efforts in forming the Iraqi
Interim Government.


2. (C) Deputy Prime Minister and Minister of State for
Foreign Affairs Shaykh Hamdan bin Zayed told the Ambassador
that the UAE was the first Arab country to express warm
public support for the Interim Iraqi Government. He told
her that, two days ago, Adnan Pachachi had informed the UAE
mission in Baghdad that he would be returning to his home
in Abu Dhabi to resume his normal life and get some well-
earned rest. Pachachi said that Shaykh Al-Yawar, and not
he, would be elected president of Iraq. The Emiratis were
puzzled by the controversy that surrounded the selection
process, including reports that Pachachi had been offered
the presidency only to refuse it.


3. (C) Polchief shared reftel points on June 2 with Shaykh
Hamdan's office, the Ministry of Foreign Affairs' Office of
the Under Secretary, and the Department of European,
American, and Oceanic Affairs, underscoring the point that
Iraqis and the international community will hope for the
vocal support of Arab/Islamic countries like the UAE and
international organizations for the return of sovereignty
to Iraq.
