2. (U) This is an action request; please see paragraph 5.


3. (C) UAE Deputy Prime Minister and Minister of State for
Foreign Affairs Hamdan bin Zayed Al-Nahyan (HbZ) told the
Ambassador May 23 that the UAEG is interested in studying
the potential of atomic-powered energy plants to help meet
the UAE's long-term power and desalinated water
requirements. HbZ said that the UAEG would study the
feasibility over the next two years. Hamdan noted that
nuclear power had been discussed during his late-April trip
to Germany, but that the UAEG also would be supportive of
U.S. firms' participation in such a project.


4. (C) HbZ was very sensitive to USG concerns about
proliferation, and assured the Ambassador that any nuclear
power program in the UAE would have only commercial and
economic applications. HbZ intends to discuss the UAEG's
plans informally with the International Atomic Energy
Agency (IAEA) Director General Mohammed El-Baradei, but
also solicited USG views during his meeting with the
Ambassador.


5. (C) Comment and action request: The UAE will require a
tremendous amount of power and water beyond its current
supply to fuel planned industrial expansion over the next
25 years. We also have heard rumors that there may be
brownouts this summer. The Emiratis, no doubt, perceive
that an energy crisis may be just around the corner and are
looking for alternate solutions. We would appreciate the
Department's views on the UAE's proposed plans to acquire
atomic power. End comment and action request.
