1. (C) Post has asked senior officials in the UAE
Government, the business community, and academia to
review and comment on the most recent draft of the G-8
Greater Middle East Plan of Support. Unfortunately,
reftel arrived over the weekend here (May 14),making
it difficult for us to share the document with
Emiratis in advance of the May 14-16 World Economic
Forum in Amman. Nevertheless, we have disseminated
the GME Plan of Support to select interlocutors, such
as Ministry of Foreign Affairs' Under Secretary,
Abdullah Rashid Al-Nuaimi, and Director of European
and American Affairs Ahmed Al-Muqarrab, inviting their
input into the process.


2. (C) Polchief and Econchief followed up with Al-
Muqarrab on May 18 by encouraging UAE review and
comment of the GME Plan of Support well in advance of
the Sea Island G-8 Summit. Al-Muqarrab explained that
Deputy Prime Minister and Minister of State for
Foreign Affairs Shaykh Hamdan bin Zayed, Foreign
Minister Rashid Abdullah, and MFA Under Secretary
Abdullah Rashid would need to review the GME Plan of
Support before any comment could be issued.


3. (C) Meanwhile, the Embassy and CG Dubai have either
shared, or plan to share, the GME Plan of Support with
other government, business and think tank leaders.


4. (U) The local press on May 17 carried statements
made during the WEF in Amman by Dubai Crown Prince
Shaykh Mohammed bin Rashid (MbR) on the need for
reform. MbR, who led the UAE delegation to Amman,
said that administrative and political reforms were
"vital to tackle the economic woes of the Arab world."
He added that young officials must take an active part
in modernization and administrative reform. Reform
and development need a visionary leader "who pays
great attention to the interests of his people and who
has a clear vision to draw up plans and implement them
with immediate effect and who has the will and courage
to take decisions to ensure success and continuity for
every step he takes," he said.
