1. (SBU) Econoff delivered ref information April 24 to UAE
Federal Customs Authority Deputy Director General Saeed Al-
Marri, who undertook to forward the International Ship And
Port Facility Security (ISPS) Code to the customs
authorities in each of the UAE's seven emirates. He
reminded Econoff, however, that the UAE does not maintain
an open registry and the vast majority of ships that use
UAE ports are foreign-flagged vessels registered in one of
seven major open registry countries. In other words, the
UAE is not a flag of convenience. He also posited that
very few, if any, UAE-registered ships travel to or operate
in U.S. waters.


2. (SBU) Note: According to the CIA World Factbook, the
UAEG has registered 61 vessels, including the following
numbers of ships by type: cargo 12, chemical tanker 4,
container 7, liquefied gas 1, livestock carrier 1,
petroleum tanker 25, roll on/roll off 6, short-sea
passenger 4, and specialized tanker 1. UAE ships
constitute 0.41 percent of the world's merchant fleet by
tonnage. With approximately 30,000 ships on the seas, the
UAE's percentage by number of ships is an even smaller
fraction. End note.


3. (SBU) Comment: The Abu Dhabi National Oil Company
(ADNOC) sells oil and gas Free on Board (FOB) -- basically,
international oil companies purchasing UAE oil are
responsible for shipping the oil from Abu Dhabi to the
point of consumption. While Post will also inform ADNOC of
the ISPS regulations, we suggest that Washington convey the
information to private shipping companies and the
international oil companies directly. End comment.
