Kuwait Local, GMT plus three):

At 1825 a phone call was received in the operations
center from a Kuwaiti who claimed he was speaking by
phone to a senior Baath party official in Al-Samawah.
The Kuwaiti explained that the official wanted to speak
to U.S. troops to arrange his surrender and the surrender
of 200 of his men. Ops Center passed the information,
including the name and phone number of the Kuwaiti, to
Embassy's Military Cooperation office.
