U.S. OVERFLIGHTS AND DEPLOYMENT OF TURKISH TROOPS TO IRAQ

1. (U) Anadolu Ajansi reports that Parliament on March 20
passed the AK government's resolution authorizing: (1) U.S.
aircraft to overfly Turkish airspace for a period of six
months "in line with principles and rules to be determined by
Turkish authorities;" and (2) deployment of Turkish troops to
northern Iraq. The resolution was approved by a 332-202
vote, with one abstention. The resolution enters into effect
once it is published in the Official Gazette, either later
this evening or on the morning of March 21; technically,
overflights could begin immediately thereafter.
2. (C) Comment: as reported reftel, U.S. and Turkish military
authorities are now discussing how to manage Turkish airspace
-- including "points of entry/exit for U.S. aircraft, and
desired corridors and routes."
