1. This is an action request. Please see Para 4.


2. The Embassy has received a diplomatic note, dated
February 13, from the Ministry of Foreign Affairs
requesting USG support for the Government of Nepal's
candidate for the position of UN Secretary General High
Representative for Least Developed Countries, Land-
locked Developing Nations and Small Island Developing
States. A copy of the diplomatic note, along with the
curriculum vitae of Kul Chandra Gautam, Nepal's proposed
candidate, have been faxed to SA/INS. The text of the
diplomatic note follows below.


3. Begin text of diplomatic note:

The Ministry of Foreign Affairs, His Majesty's
Government of Nepal, presents its compliments to the
Embassy of the United States of America in Kathmandu and
has the honour to inform that His Majesty's Government
of Nepal is interested to promote its candidate Mr. Kul
Chandra Gautam, Assistant Secretary-General and Deputy
Executive Director, UNICEF, for the recent established
post of UN Secretary General High Representative in the
direction of Least Developed Countries, Land-Locked
Developing Nations and Small Island Developing States.

While appreciating the valuable support extended by the
government of USA for promoting and safeguarding the
interest of the LDCs in many international forums, the
Ministry has the further honour to enclose herewith the
bio-data of Mr. K.C. Gautam to be transmitted to its
highest destination for having the valuable support of
the esteemed government of USA.

The Ministry of Foreign Affairs avails itself of this
opportunity to renew to the Embassy of the United States
of America the assurances of its highest consideration.
