1. (U) On August 27, poloff delivered reftel points to Ayman
Aamiri, Deputy Director of the Office of International
Organizations at the Ministry of Foreign Affairs. Aamiri
said the MFA would study our points and consult with other
relevant government bodies.


2. (U) On September 1, econoff shared with Dr. Sa'ad
Kharabsheh, Director General of Primary Health Care for the
Ministry of Health, U.S. support of an international
convention calling for a comprehensive ban on human cloning.
Kharabsheh, the leading Jordanian government policy advisor
on health issues, said that while generally speaking, the
government was against human cloning, there was presently no
clear policy regarding the upcoming UNGA committee meeting.
He said the newly-updated public health law has a provision
stating that the Ministry of Health (MOH) will regulate all
cloning issues pertaining to public health, but said that
this very general statement was an indication that "this
difficult subject has not yet been tackled" by the
government.


3. (U) Kharabsheh offered that it was his opinion that the
Koran would not specifically prohibit cloning as long as it
"would benefit humanity", but noted that human cloning as a
method of harvesting organs to benefit individuals would be
an "unethical misuse" of research and thus not allowed. He
agreed to consult other MOH officials and relay the
government's position to us.
